SUMMARY: Reporting directly
to the Vice President of Asset Management, the Assistant Vice President (AVP)
supervises a team of asset managers responsible for overseeing third-party
management of property operations for CMHA's properties. The AVP also plays a
key role in enhancing departmental efficiency and ensuring adherence to tax
credit policies and federal housing regulations.
This position is vital in maintaining the
overall financial health and performance of the portfolio, ensuring properties
meet expected standards, and aligning operational activities with the agency's
mission and goals. Additionally, the AVP supports the VP of Asset Management in
program development, policy formulation, and spearheading special projects and
initiatives.
QUALIFICATIONS: An example of
acceptable qualifications for this position:
Possession of a bachelor’s degree from an
accredited college or university in Business, Public Administration, Finance or
other related field, Master's degree preferred; six (6) or more years of
related experience in a upper level management position in property management,
real estate, operations management, or any equivalent combination of education,
experience, and/or training which provides the required knowledge, skills, and
abilities. Demonstrated expertise in
financial analysis, budget development and management of conventional or
affordable housing. Experience in the
development of policy and procedures.
LICENSURE OR CERTIFICATION REQUIREMENTS:
NAHRO Public Housing Manager Certification
or equivalent; LIHTC certification; Fair Housing certification; and REAC/
NSPIRE inspection training is desirable.
The following certifications must be
obtained within 6 months of employment:
HCV – Developing and Managing PBV
Specialist, Asset Management Specialist Certification,
HQS/NSPIRE Inspection Certification.

DEMANDING WORKING CONDITIONS: Employee has exposure to chemical
compounds found in an office environment (e.g., toner, c01Tection fluid, etc.);
exposure to hot, cold, wet, humid, or windy weather conditions; this is
considered sedentary work and the employee must demonstrate the ability to
perform the physical demands required of the position in accordance with the
U.S. Department of Labor's physical demands strength ratings.
In cases of emergency, unpredictable
situations, and/or department needs, may be required to lift, push, pull,
and/or cany objects heavier than D.O.L. strength ratings recommend.
ESSENTIAL
FUNCTIONS OF THE POSITION
35% (1) Manage a team of asset managers, directing
workflow, providing guidance and mentorship, conducts related administrative
tasks and responsibilities (i.e., trains, performance tracking and evaluation,
assists in talent acquisition), assists in managing resources. Conduct quality review of completed staff
work. Assists the VP of Asset Management
in the development and implementation of strategies to improve portfolio
performance. Assist in the strategic
planning, driving policies, and initiatives, and administrating the overall
goals of the department or organization.
Assists in the creation and development of the portfolio’s asset
management plans. Assist the department
in portfolio expansion efforts. Assist
in the review and approval of annual budgets, monitoring the portfolio’s financial
performance, tracking against pro-formas, and regularly meetings with the
property management operator.

(2) Assists in the monitoring of onsite activities to ensure compliance
with tax credit requirements, housing regulations and industry trends. Reviews and upload Devco, PIC/HIP, NSPIRE
documents. Respond to city, state,
federal or syndicator inquiries. Assists
in the analysis and delivery of multi-family performance reporting
presentations, highlighting key metrics, ensuring long term financial
viability, ensuring budgetary compliance of portfolio. Serves as policy and program advisor to the
Vice President of Asset management regarding operations issues.

(3) Oversee a designated portfolio of properties. Responsible for the asset management and related
oversight of financial and physical assets, approve budgets, monitor budget
activities, conduct physical inspections, and assist in the coordination of
capital improvement activities of an abbreviated portfolio, participant in
internal or external stakeholder collaboration.
Analyze, prepare and deliver regular reporting.

(4) Lead special projects and initiatives, assist in acquisition and
repositioning efforts, strategic initiatives, assist with capital needs
assessments. Assist in the development
and monitoring of capital needs planning.
Assist in the creation of strategies for replacement and operating
reserves. Assist the department in
crisis management planning and operator readiness.

(5) Develop and lead property management orientation and training
programs to ensure adherence to CMHA procedures, policies, and practices.

(6) Collaborate with internal and external stakeholders, working to
promote the organization, deliver on CMHA missions and goals. Assist in the evaluation of strategies to
enhance the tenant experience and community presence.
Conduct and participate in meetings, and
represent the department and/or agency in cross functional meetings. Engage and interact with the public. Represent the department or agency in
community meetings. Demonstrates regular
and predictable attendance. Respond to and
resolve client concerns and makes recommendation to VP of Asset
Management. Maintains required licensure
and/or certification. Meets all job
safety requirements and all applicable OSHA safety standards that pertain to
essential functions.
