JOB DESCRIPTION AND WORKER CHARACTERISTICS:
JOB DUTIES in order of importance
ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101
20% (1) Assists the manager with planning, prioritizing, scheduling, assigning work and providing ongoing staff support for a positive and productive working environment.
15% (2) Supervises all assigned employees (e.g., schedules and assigns tasks; interviews job applicants; recommends the hiring of job applicants; recommends discipline; evaluates performance; approves and recommends the approval of leave requests; attends or participates in meetings in which policy questions are reviewed or discussed; develops and implements policy; recommends policy changes, etc.). provides training and technical assistance to Resident Initiatives Coordinators on HUD and CMHA Family Self Sufficiency (FSS) and Home Ownership policies and procedures, and on Emergency Rental Assistance policies and procedures; advises staff on program and client services issues and concerns; develops, implements, manages, and evaluates professional development plans for direct reports to foster a culture of continuous learning and growth; advises the Resident Initiatives Strategy Manager on program and policy issues; assesses staff and program performance.
5% (3) Prepares, submits, and files weekly, monthly, and annual reports on program activities and accomplishments.
5% (4) Works with CMHA staff and public and private community agencies to recruit CMHA residents for Resident Initiatives programs; conducts outreach to CMHA communities to promote program participation; conducts in-depth interviews/discussions with CMHA residents to determine eligibility for appropriate programs and identifies service needs and potential barriers to program success; assists CMHA residents in preparing applications and forms for relevant programs; works with partner organizations to coordinate and refine program requirements and procedures for monitoring resident success.
10% (5) Administers the FSS (Family Self-Sufficiency) and Homeownership programs. Establishes and calculates FSS escrow accounts for program participants with earned income in collaboration with the Finance and IT Departments; monitors, approves, denies, and/or processes interim and final FSS escrow payouts; establishes and calculates Homeownership subsidy amounts for program participants in collaboration with the Finance and IT Departments; works with the Inspections Department to ensure that Housing Quality Standards are met prior to Homeownership application approval; reviews all mortgage closing documents for accuracy prior to Homeownership program approval; performs annual assessments to monitor participants and overall success of the programs.
5% (6) Responds courteously to walk-ins, calls, written requests, and e-mails from CMHA residents to the CMHA RISE Center, service providers, and other authorized agencies and representatives to answer questions, and provide information and assistance as appropriate; maintains contact with community agencies for the provision of services for clients and assists program participants in accessing appropriate public or private community agencies to obtain specialized types of assistance
5% (7) Provides CMHA residents with referrals for social services (e.g., parenting, employment, education, financial management, public assistance, nutrition, etc.) and homebuyer services (e.g., credit repair, budgeting, homebuyer education, lending products, down payment assistance, home search assistance, etc.); establishes and maintains effective relationships with CMHA residents to assist them in achieving goals; counsels and advises CMHA residents concerning the individual’s progress towards program completion.
10% (8) Coordinates all the duties associated with the Violence Against Women Act (VAWA) to assist victims of domestic violence in certification for the VAWA process, including assisting the Housing Choice Voucher department and 3rd party service providers, for the purpose of scheduling and conducting interviews and issuing vouchers for moves within programs; collects, reviews, and reports data to Resident Initiatives Strategy Manager; maintains files on all cases; communicating housing assistance policies to clients, landlords, and 3rd party service providers; obtaining and reviewing verifications from clients and third parties; coordinates the processing of information to generate updated housing assistance contracts; and escalating issues such as fraud, program non-compliance or proposed termination for additional review; attends or participates in meetings in which policy questions are reviewed or discussed; develops and implements policy; recommends policy changes.
10% (9) Handles documents on a variety of general, personal, and technical topics of a highly confidential nature and maintains the confidentiality of all such documents and information received by or in possession of the employee; monitors processing of services, documents, and payments, including but not limited to FSS escrow disbursements, Home Ownership subsidy payments, and Emergency Rental Assistance payments; performs regular audits for quality assurance purposes to determine accuracy, timeliness, and appropriate levels of customer service of resident services, including social service referrals and general inquiries through the CMHA RISE Center, VAWA applications, Home Ownership, and the FSS program. Performs administrative and housing program assignments and compiles reports for the resident initiatives department.
10% (10) Attends meetings and serves on committees, as directed; attends training and seminars, as directed.
(11) Demonstrates regular and predictable attendance.
(12) Maintains required licensure and/or certification.
(13) Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
