Affordable housing programs and requirements; federal government-backed mortgage financing; general real estate development principals; pro forma development and analysis; project management; H.U.D. Affordable housing programs and requirements; government structure and process; public administration; state, federal, and local laws and regulations; community resources and services; risk identification and risk management; necessary finance and accounting principles; office practices and procedures; supervisory principles and practices; English grammar and spelling; *Agency/department goals and objectives; *Agency/department policies and procedures; *workplace safety practices and strategies; *personnel rules and regulations.
Certifications: National Development Council (N.D.C.)
certification in multifamily development, or equivalent certification
preferred.
Qualifications: Possession of a bachelor’s degree in Finance, Business Administration, Public Administration, Urban Planning, or a related field; master’s degree is preferred; four (4) or more years of related experience with real estate development, H.U.D. Programs, other job-related experience and/or training, or any equivalent combination of education, experience, and/or training provides the required knowledge, skills, and abilities.
Skill in: Word
processing; computer operation; use of modern office equipment; analytical and
financial modeling; presenting information in a clear, organized, and
convincing manner. Calculator,
computer, computer software (e.g., Microsoft Office, and other applicable
computer software), mobile phone, fax machine, copier, scanner, telephone, postage machine, and other standard modern business
office equipment.
Ability
to: Communicate clearly and professionally, both verbally
and written, with the Agency’s C.O.O. and other Vice Presidents and with the agency’s
development partners; manage time properly to assist in keeping over 15
development and acquisition deals moving through each stage of their process
all at the same time; advise on interpretations
of Federal, state, and local laws and regulations related to housing
development and Agency operations; deal with many variables and
determine specific action; apply management principles to solve agency
problems; define problems, collect data, establish facts, and draw valid
conclusions; exercise independent judgment and discretion; understand,
interpret, and apply laws, rules, or regulations to specific situations.

HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:
Employee has exposure to chemical compounds found in
an office environment (e.g., toner, correction fluid, etc.); this is considered
sedentary work, and the employee must demonstrate the ability to perform the
physical demands required of the position in accordance with the U.S.
Department of Labor’s physical demands strength ratings.
In cases of emergency, unpredictable situations,
and/or department needs, may be required to lift, push, pull, and/or carry
objects heavier than D.O.L. strength ratings recommend.
Job
Summary
Assists in the planning and development of various projects critical to CMHA’s strategic goals, such as acquiring new housing developments and developing concept plans for possible future projects. Financial analysis of potential acquisition targets through the development formas and other modeling tools. Creating and submitting all HUD-required documentation for each conversion, evaluating, and responding to H.U.D. Questions. You will also assist the Vice President (VP) and Assistant Vice President (AVP) in acquiring Low-Income Housing Tax Credits.
Essential Job Functions
Low-Income Housing Tax Credits. Assists the Vice President (VP) and Assistant Vice President (AVP) in acquiring Low-Income Housing Tax Credit (LIHTC) financing for various developments. This work includes developing and submitting all required documentation for both 9% and 4% LIHTC applications and associated gap financing applications, evaluating and responding to questions from the Ohio Housing Finance Agency and other financial institutions involved in each LIHTC deal, and assisting in the closing process for the LIHTC equity with investors for each project.
Public Housing Portfolio Conversion. Assists the V.P. and AVP in implementing the agency’s public housing portfolio conversion through either H.U.D.’s Rental Assistance Demonstration or its Section 18 disposition program. This work includes developing and submitting all HUD-required documentation for each conversion, evaluating and responding to H.U.D. Questions, and assisting in the H.U.D. The closing process for each conversion.
Acquisition Strategy. Assists the V.P. and AVP in implementing the agency’s acquisition of mixed-income housing. This work includes financial analysis of potential acquisition targets through the development of pro formas and other modeling tools; physical inspection of properties and units; research of, and application for, potential financing tools; and other duties as directed by the V.P. and AVP.
Planning & Research. At the request and direction of the V.P. and AVP, conducts evaluations of specific programs and activities to ascertain if CMHA goals and objectives are being achieved; identifies, gathers, and directs the collection of data needed for program evaluation; collects and analyzes demographic data analysis as required for executive staff, H.U.D., Urban Strategies, and other partner agencies.
Other development support. Assists in the planning and development of various projects critical to CMHA’s strategic goals, such as the acquisition of new housing developments, development of concept plans for possible future projects, and other such support, including but not limited to:

meetings and serves on committees, as directed; attends training and seminars,
as directed.

any required licensure and certification.

regular and predictable attendance.
