Qualifications:

QUALIFICATIONS:  An example of acceptable qualifications for this position:

  • Minimum of 2 years of work experience in a related field. 
  • A Bachelors Degree may substitute for one year of experience. Prior experience conducting housing quality standard inspections is preferred. Experience in or knowledge of construction trades, appraisal, property management, maintenance or home inspections is desired. 

LICENSURE OR CERTIFICATION REQUIREMENTS:  

Must possess a valid Ohio driver's license; must maintain insurability according to the Housing Authority’s vehicle insurance policy; must possess a Certified Specialist of Occupancy issued by Nan McKay and Associates, Inc. Employment is contingent upon acquiring NSPIRE certification within twelve (12) months of hire

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS: 

Employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); works in or around crowds; has contact with potentially violent or emotionally distraught persons; has exposure to hot, cold, wet, humid, or windy weather conditions; this is considered light work and the employee must demonstrate the ability to perform the physical demands required of the position in accordance with the U.S. Department of Labor’s physical demands strength ratings.

In cases of emergency, unpredictable situations, and/or department needs, may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.

Job Description:

ESSENTIAL FUNCTIONS OF THE POSITION:  For purposes of 42 USC 12101:

JOB DUTIES in order of importance

25%      (1)  Responsible for conducting required inspections for the Section 8 Housing Choice Voucher Program (HCVP), and existing rental dwellings to ensure compliance with HUD's lead-based paint, Housing Quality Standards (HQS) or National Standards for the Physical Inspection of Real Estate (NSPIRE). Performs a variety of inspection and related administrative tasks. Responsible for the Agency receiving at least a satisfactory rating concerning HUD agency scoring systems such as Section 8 Management Assessment Program (SEMAP) and other future HUD required evaluation systems Processes abatements, emergency inspection requests, rent increase requests, inspection packets, complaint inspections and other inspection related activities. File and log inspection reports, create and maintain management reports as requested. Certifies rent reasonableness pursuant to HUD and CMHA policies. 

25%      (2) Prepares correspondence to owners and clients regarding inspection results. File and log inspection reports. Advises clients and owners of HUD and CMHA housing assistance regulations, policies, and procedures.  Support the Inspections department as required including scheduling and returning phone calls. May be required to do an occasional inspection. 

20%      (3) Answers questions from landlords, tenants, and other interested parties; explains the Section 8 Housing Choice Voucher Program policies, procedures, and contract obligations; listens to complaints or grievances, and makes decision based on available information; keeps Housing Assistance Manager informed of continuing or escalating situations; works with owners, participants, and staff during lease up process; acts as liaison between residents and landlords.

15%    (4) Prepares reports at the request of the supervisor and conducts HQS inspections as requested by the manager or supervisor.

10%    (5) Performs other duties as required. 

           (6) Attends meetings and serves on committees, as directed; attends training and seminars, as directed.

           (7) Demonstrates regular and predictable attendance.

           (8) Maintains required licensure and/or certification.

           (9) Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
