The FSS Program helps families with CMHA Housing Choice Vouchers or living in CMHA Public Housing take the steps to find and maintain stable employment and establish savings accounts that will lead to self-sufficiency. The HCV Homeownership Program is a federal program that allows a household with a Housing Choice Voucher to use the voucher to subsidize a mortgage to purchase a home.
In 2011, a partnership of CMHA, The Ohio State University, and the City of Columbus launched Partners Achieving Community Transformation (PACT) to undertake a community-based process to develop the Blueprint for Community Investment, a plan to revitalize the Near East Side neighborhood (see map below). The neighborhood includes the 26-acre site of the Poindexter Village public housing community, a 414-unit development constructed in 1940. The U.S. Department of Housing and Urban Development (HUD) awarded Columbus a $300,000 Choice Neighborhoods Initiative (CNI) Planning Grant to prepare the plan.
As part of our mission, CMHA seeks to provide economic opportunities for low income residents. This is consistent with Section 3 of the Housing and Urban Development (HUD) Act of 1968 as amended (24 CFR Part 135). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, and consistent with existing Federal, State and local laws and regulations, be directed to low- and very low-income persons, particularly those who are recipients of government assistance for housing, and to business concerns that provide economic opportunities to low and very low-income persons.
